Content Moderation & Appeals Policy
This Policy explains how public content, contributions, accounts, and elevated privileges are reviewed.
1. Objectives
Moderation aims to protect safety, rights, privacy, service integrity, attribution, data quality, and meaningful literary discussion while avoiding unnecessary removal.
2. Sources of review
Review may begin from a user report, rights notice, automated signal, staff observation, security incident, legal request, quality audit, or contributor workflow.
3. Evidence and context
Reviewers should consider the exact content, surrounding context, intent where reasonably inferable, likely impact, severity, repetition, audience, user history, public-interest value, documentary or educational purpose, and whether a less restrictive measure is sufficient.
4. Possible actions
No action; request information; correct metadata; add context or warning; reduce visibility; restrict sharing; remove content; lock a discussion; limit a feature; issue a warning; suspend; revoke contributor privileges; terminate; preserve evidence; or refer for safety, legal, privacy, security, or rights review.
5. Urgent action
Immediate restriction may occur for credible threats, child exploitation, serious privacy exposure, active security abuse, deliberate piracy at scale, fraud, malware, or a binding legal requirement.
6. Notice
Where appropriate, notice should identify the affected item, policy category, action, duration, available corrective steps, and appeal route. Details may be limited to protect another person's privacy, system security, an investigation, or legal obligations.
7. Appeals
A user may appeal a significant decision within 30 days by contacting langalibrary.team@gmail.com. The appeal should identify the decision, explain why it was wrong or disproportionate, provide new evidence, and state the requested remedy.
Where practical, a different qualified reviewer decides the appeal. Outcomes may affirm, modify, reverse, or remand the decision. Repeated identical appeals without new information may be closed.
8. Records and transparency
Langa Library should retain proportionate moderation records, reasons, evidence references, reviewer identity, timestamps, notice status, appeal outcome, and deletion schedule. Aggregate transparency reporting may be published without exposing private or security-sensitive details.
9. Moderator conduct
Moderators must follow conflicts, confidentiality, least-access, audit, and consistency rules. Alleged moderator misconduct can be reported to langalibrary.team@gmail.com.
